Communication is the key to effective local governance

On 17-19 of August, picturesque Ivano-Frankivsk held the workshop "Good Governance for Peace". Twenty representatives of local government bodies from different regions of Ukraine have been working intensely for four days gaining skills of efficient local governance, including under the rule of martial law.

During the first day, the issue of transparency and openness of local government bodies' activities has been considered. Particular attention was paid to brainstorming while finding answers to the question "On what depends and how to ensure the implementation of these principles in activities of local communities". Trainers Oleh Kulinich and Yuri Orel focused on changes in the legal terrain in accordance with the Law of Ukraine "On the Legal Regime of Martial Law", as well as on the Law "On Local Self-Government in Ukraine", adopted by the Verkhovna Rada of Ukraine on February 15, 2022 as a basis for the draft law No. 6401 regarding ensuring transparency.

The second day of the workshop began with consideration of methods, channels and tools for effective communication between power authorities and residents of local communities. "Among all forms of interaction, the highest productivity is provided by cooperation and partnership", trainers pointed out. Working in small groups, participants were able to see this first-hand.

The final day of the workshop was devoted to finding creative solutions to jointly solve current important problems of restoration and development of communities. One of the theses that sounded during the workshop is "The modern world requires modern solutions". One of these is the design approach in the provision of public services. In this aspect, trainers suggested an algorithm for using the Design Thinking in the provision of municipal (administrative, social, cultural, etc.) services, which aroused great interest among participants.

In conclusion, participants discussed the components of effective local governments' activities and ways to improve it. Inspired and motivated, participants returned home to apply the acquired knowledge and tools in their own communities.

The event was held in the frames of the "Peace Building and Conflict Resolution in Ukraine – Step Forward" project, implemented with the support of the German Federal Foreign Office’s funds by IFA (Institut für Auslandsbeziehungen), Funding programme zivik.
