Monitoring of legislation and government agencies
The development of relations in the society is accompanied by the changes of current legislation. This is largely due to the fact that Ukrainian legislation has not yet entered into stability and consistency, there are a lot of contradictions and vague provisions.
The problem of creating a stable, internally consistent system of law is quite topical for the Ukrainian society, as at present, it is inherent in a significant number of disadvantages, among which are: outdated rules of law, gaps and contradictions; declarativeness and vagueness or duplication of legal norms; a significant number of blanket rules of law and their insufficient implementation.
The legislation does not always clearly set forth the rights and obligations of citizens and legal bodies; the untimely changes are made to explain the conflict of rules of law; there are also contradictions in the practical application of the legislation, the excess of law-making bodies within their competence.
Stability, preservation and further strengthening of the constitutional system of Ukraine depend largely on the ability of legislation to reflect current realities, on the formation of a sustainable system of social values, and on integration of Ukraine into the global space.
The activities of RUNY relative to the quality improvement of Ukrainian legislation includes the following main stages: 1) continuous monitoring and assessment of the current state of legislation; 2) identification of its main problems and contradictions, clarification of the reasons for their presence in the legal framework; 3) identification of priority and perspective directions of improvement of legislation and their implementation.
